The surface water discharge permit for oil terminals combines the requirements of the state discharge permit program and the National Pollutant Discharge Elimination System (NPDES) into one permit for oil terminal facilities that discharge storm water or hydrostatic test water to state surface waters. The permit is designed to meet federal effluent guidelines where applicable and to ensure that the discharge satisfies state water quality standards. Oil terminals receiving oil by pipeline or marine transfer that have over 5 million gallons of storage capacity must apply.

Individual Oil Operations Permit: Aboveground Oil Storage, Transfer, and Maryland Companies Delivery - OPT

Oil Control Program

Any person who stores 10,000 gallons or more of oil intended to be used as a motor fuel, lubricant or fuel source in above ground tanks, or stores 1,000 gallons or more of used oil, who transports oil in or out of Maryland or operates an oil transfer facility must obtain this permit from the State of Maryland. An owner, operator, or a person in charge of an oil storage facility or oil handling facility that has an aboveground aggregate oil storage capacity of 10,000 gallons or greater must apply for and obtain an Individual Oil Operations Permit.

Individual Oil Operations Permit: Oil Contaminated Soil Storage and Treatment - OPS

Any person who stores 10,000 gallons or more of oil intended to be used as a motor fuel, lubricant or fuel source in above ground tanks, or stores 1,000 gallons or more of used oil, who transports oil in or out of Maryland or operates an oil transfer facility must obtain this permit from the State of Maryland. An oil operations permit for treatment of oilcontaminated soils is required for anyone who stores and treats oil-contaminated soil.

Individual Oil Operations Permit: Out-of State Companies Delivery - OPV

Oil Control Program

Any person who stores 10,000 gallons or more of oil intended to be used as a motor fuel, lubricant or fuel source in above ground tanks, or stores 1,000 gallons or more of used oil, who transports oil in or out of Maryland or operates an oil transfer facility must obtain this permit from the State of Maryland. An owner, operator, or a person in charge of an oil storage facility or oil handling facility that delivers or transfers oil ​using a truck tank or transport with a cargo tank capacity of 500 gallons or greater, and 'To or from' any point within the State, including deliveries from out-of-State facilities must apply for and obtain an Individual Oil Operations Permit.
