Training is required before operating any incinerator in Maryland. After completing an initial training course, the operator is required to pass an annual review training course.

A provider of an incinerator training course in Maryland is required to have their training course approved by the Maryland Department of the Environment. This approval ensures that the training provider has the qualifications and knowledge to conduct the training course and that the training course offered by the training provider meets the requirements spelled out in COMAR 26.11.08.09C or D and in COMAR 26.11.08.09F.

Oil Control Program
The surface water discharge permit for oil terminals combines the requirements of the state discharge permit program and the National Pollutant Discharge Elimination System (NPDES) into one permit for oil terminal facilities that discharge storm water or hydrostatic test water to state surface waters. The permit is designed to meet federal effluent guidelines where applicable and to ensure that the discharge satisfies state water quality standards. Oil terminals receiving oil by pipeline or marine transfer that have over 5 million gallons of storage capacity must apply.

Oil Control Program
Any person who stores 10,000 gallons or more of oil in aboveground storage tanks (ASTs), who stores 1,000 gallons or more of used oil in ASTs, who transports oil in or out of Maryland in truck tanks or transports with a cargo tank capacity of 500 gallons or greater, who operates an oil transfer facility, or who owns or operates a marina with an AST system dispensing motor fuel to the public must obtain this permit.
