Minerals are defined as any substance of commercial value found in natural deposits on or in the earth. This includes, but is not limited to, clay, gravel, metallic ores, sand, soil, and stone. Coal is specifically excluded from this definition. Permits must be renewed every five (5) years and are subject to unlimited renewals.
