General Discharge Permit for Discharges from Mineral Mines, Quarries, Borrow Pits, and Concrete and Asphalt Plants (MM) Notice of Intent (NOI)
The general permits for wastewater discharge increase the efficiency of the Department’s permitting process through the issuance of generic permits to categories of business activities which are generally very similar in their wastewater characteristics.<br> This permit covers mineral mines, quarries, borrow pits, ready-mix concrete plants having wastewater discharges, and storm water from asphalt plants.

Obtaining the permit
- Step 1:
- Submit complete application (NOI or Transfer or Termination)
- Step 2:
- Submit Stormwater Pollution Prevention Plan
- Step 3:
- Submit Cationic Chemical Additives Form, if applicable
- Step 4:
- To complete the application you submitted online, you must also print out the <a href="https://mde.maryland.gov/programs/permits/WaterManagementPermits/Documents/GP-Sig-Card.pdf">Signature Card for Submission of Online Notice of Intent</a>, have an authorized Signatory sign, and then send the original hardcopy to the Industrial Stormwater Permits Division per the form’s instructions.
